Make the 'text/snapshot/file' buttons bigger

These buttons are too teeny and hard to see where they are, can they go above the conversation text (under the formatting ribbon?). They also disappear and reappear depending where you are on the screen, can they persist?

My suggestion would be to make the first toolbar permanent and all others (between other content parts) available on hover over.
